INFORMATION ON AUTHORIZED INSTITUTIONS AND LEGAL REGULATIONS REGARDING CLOSE PROTECTION TRAINING
Within the borders of the Republic of Türkiye, the institutions authorized to provide Close Protection training are clearly defined by legal frameworks. The authorized institutions in this context are as follows:
- National Intelligence Organization (MIT)
- Turkish Armed Forces (TSK)
- Gendarmerie General Command
- General Directorate of Security (EGM)
- International Close Protection Self-Defense Training Federation (UYKSEF)
Educational Accessibility and Institutional Differences
Public institutions authorized to provide training (MIT, the Turkish Armed Forces, Gendarmerie, and the General Directorate of Security) conduct closed-circuit training programs exclusively for the specialization of their own personnel. It is not legally possible for civilian citizens or individuals from other professional backgrounds to receive training from these institutions.
UYKSEF holds strategic importance at this point. Our federation is the only supreme authority authorized to provide internationally standardized training both to the personnel of the aforementioned public institutions and to civilian individuals who wish to professionalize in this field.
Law No. 5188 and Private Security Training
With the new regulation enacted by the General Directorate of Security, private security training institutions operating under Law No. 5188 on Private Security Services have also been granted the authority to provide close protection training. However, the 5-day short-term curriculum defined for these institutions falls behind the specialized training programs of our federation in terms of practical application and technical depth. The fact that the first two days of these trainings are planned as theoretical and online creates a contradiction with the expectations of operational competence in the field.
Legislative Activities and Sectoral Reform Initiatives
Our federation continues its academic and legal efforts with determination to elevate professional standards. UYKSEF President Mr. Süleyman Kocabıyık has submitted a comprehensive ‘Private Security Law Amendment Proposal,’ the result of five years of meticulous work, to the highest authorities of our state.
This historic work was officially delivered, with the witness and support of MHP Deputy Mr. Saffet Sancaklı, to Deputy Chairman of the Interior Commission and MHP Deputy Mr. Ahmet Erbaş at his official office. You can access the details of this legislative reform proposal, which will shape the future of our profession, in the ‘Announcements’ section of our website.
Important Note: To gain a deeper understanding of the legal framework of our sector and our institutional structure, we strongly recommend that you carefully review our announcements titled ‘OUR PROPOSAL FOR AMENDMENTS TO THE PRIVATE SECURITY LAW’ and ‘UYKSEF FOUNDATION CHARTER’.
It is a guarantee of merit.
