STANDARDS AND REGULATIONS

The International Close Protection and Self-Defense Training Federation (UYKSEF) conducts all its training, certification, and consultancy activities, both nationally and internationally, in full compliance with the rule of law and universal protection disciplines.

Our federation and its affiliated SMK International Close Protection Training Academy are committed to standardizing service quality in the security sector, enhancing the tactical capabilities of personnel, and creating a specialized ecosystem secured by legal frameworks.

A- Legal Framework and Scope of Services

All operational and academic processes of UYKSEF are carried out within the limits set by the laws of the Republic of Turkey. In this regard, the fundamental principles and limits of our service scope are as follows:

  • Our Training Scope and Relationship with Law No. 5188: UYKSEF and SMK Academy are not institutions that provide basic “Private Security Identity Cards” or “Basic/Refresher Private Security Training” under Law No. 5188. Our federation is a high-level academy offering advanced Close Protection, Close Protection Supervisor, and Tactical Defense (Self-Defense) specialized training to professionals, law enforcement officers, and civilian participants currently working in the sector. Participants are taught how to correctly apply the legal limits, authorities, and responsibilities granted to them by Law No. 5188 and related legislation in the field while performing their duties.

  • Self-Defense Law (Turkish Penal Code Article 25): Our SMK Self-Defense system and close protection tactics training are conducted within the limits of "Self-Defense and Necessity" as defined in the Turkish Penal Code, with full adherence to the principles of proportionate force and legal defense. Every physical intervention technique we teach is based on a legal foundation.

  • Legislation on Associations and Federations: UYKSEF operates as a transparent, auditable, and official legal entity in accordance with the relevant legislation on civil society organizations and associations, and in line with the objectives stated in its charter.

B- UYKSEF International Training and Operation Standards

There is no room for error in close protection services. With this awareness, our Federation has integrated global protection norms into its internal regulations and academic structure:

  • Academic Standardization: All levels, from basic, intermediate, and advanced training to the "Close Protection Officer" specialization program, are subject to a standardized and verifiable curriculum. Training content is based on international close protection doctrines.

  • Measurement, Evaluation and Certification: Our certificates are awarded to professionals who have successfully demonstrated not only physical competence but also crisis management capacity, knowledge of legal regulations, and psychological resilience, and who have been approved by the UYKSEF board.

  • Instructor Qualification Standards: All instructors working within UYKSEF are experts with high-level field experience, who meet pedagogical training requirements, and are accredited by the Federation's Board of Directors.

C- Professional Ethics and Code of Conduct

Technical and legal competence is incomplete unless supported by strong character. UYKSEF standards outline a strict framework of professional ethics:

  • Absolute Confidentiality (VIP and Institutional Privacy): The greatest weapon of close protection personnel is reliability. All information belonging to the protected person (VIP) or institution is subject to an uncompromising confidentiality protocol.

  • Proactive Approach and Crisis Management: The fundamental standard is to prevent danger from occurring rather than to eliminate it. Risk analysis and preventive tactical measures are central to our training.

  • Humility and Discipline: Superior talent in the field must be managed with discipline and humility. UYKSEF representatives and graduates are individuals who maintain their composure in the face of all kinds of provocations and reflect the honor of the profession in the field.
